Commercial exclusion should be issued as a zone-based project, not a promise to make an entire property bird-free. Map species and pressure, openings and landing areas, operations, public exposure, fire and mechanical systems, substrates, access, untreated areas, sanitation, repairs, inspection and maintenance.
