A pigeon hazard assessment should convert observations into a prioritized, bounded decision record—not a fear-based sales list. It must separate bird activity, active nests, contamination, slip or falling material, blocked systems, building damage, public exposure, work-at-height access, uncertainty, urgent controls, and specialist referrals.
